PARTICIPATE IN THE BUDGET PROCESS
Dear Residents,

While we navigate the challenges of COVID-19, elected officials and staff still continue to carry out the business of the City. We are currently in the process of setting the millage rate and FY2021 budget. I remind and encourage you to participate in the process. The proposed budget for the fiscal year October 1, 2020 through September 30, 2021 is $116,042,138. The budget includes all revenues and expenditures for government operations as detailed in the in the table below. Budget hearings are underway. You can review the first reading of the budget by clicking the link to the video below. Additional budget hearings are planned for September 10 at 10:00am and September 15 at 10:00am

The City of South Fulton Mayor and Council have tentatively adopted a 2020 millage rate which will require an increase in property taxes by 8.07% percent. All concerned citizens are invited to three public hearings on this tax increase. They will be live-streamed today at 10:00am and 7:00pm and September 2 at 6:00pm.

This tentative increase will result in a millage rate of 13.399 mills, an increase of 1 mill. Without this tentative tax increase, the millage rate will be no more than 12.399 mills. The proposed tax increase for a homestead property with a fair market value of $100,000 is approximately $10.00 and the proposed tax increase for a non-homestead property with a fair market value of $100,000 is approximately $40.00.

Park Improvements In Our District

We have made our parks system a major priority in our City and will be working to enhance our offerings and improve our facilities. I recently took a tour of Wolf Creek Amphitheater. While we have uncovered a lot of challenges, there are also lots of opportunities and I'm excited for the future of this venue under the City's management. Additionally, I also toured Cliftondale Park with our staff to discuss needed improvements. I'll be sharing future updates, however one of the highlights to share is that we'll be focusing on creating a senior park with enhanced walking trails.

Census 2020: Your Participation Is Needed

South Fulton residents have until September 30 to complete the 2020 Census. Your participation ensures that our community receives critical federal funding over the next 10 years. Here's how we're performing:

National Average 64.1%
Georgia 59.1%
Fulton County 59.6%
South Fulton 59.6%

We are projected to complete at a rate between 67% and 71%. These numbers are higher than previously reached by the previously unincorporated area (64% in 2010). However, for each person counted, Georgia receives approximately $2,300. Based on where we are now, 40% or 40,000 residents are uncounted, with a potential loss of millions.

If you haven't already, please complete the Census and go the extra mile by encouraging others in our community to join in.
Public Works Updates: Signs Installations at Butner @ Aldredge Rd & Stonewall Tell Road and Campbellton Road Intersection Design

Public Works activities continue in District 2. No littering and no parking signs have been installed at Butner Road at Aldredge Road.

Earlier in the summer, conceptual design began for the Campbellton Road and Stonewall Tell Road intersection. A traffic study was needed due to the two new developments in the area. An updated traffic study has been completed and was sent to GDOT for their approval. Upon receiving the approval, the preliminary design phase will move forward.

COVID-19 Testing at Cliftondale Park

The City of South Fulton is partnering with COVID Mobile and Samson Tours to offer free COVID-19 testing to residents on August 27 from 9 a.m. to 1 p.m. at Cliftondale Park.

Testing will be offered on a drive-through basis and will be free for City of South Fulton residents without insurance. Citizens with coverage will have the option of filing with their providers, Medicare or Medicaid. Those with insurance must have insurance cards available. For those without insurance, a driver's license and social security number will be required.

The actual time for the nasal swab test is estimated to be 10 minutes with results available in two to three business days. A nurse practitioner or physician's assistant will ask questions about patient symptoms, possible exposure to COVID-19 and family history. Social distancing protocols will be strictly followed and personnel will wear masks. Participants are strongly encouraged to wear masks as well.

Update: Horse Farm at Butner Road and Camp Creek Pkwy

I have received a number of inquiries regarding the horse farm at Butner Road and Camp Creek Parkway. The city and landowner has been in ongoing disputes about the maintenance of his land for over the past three years. The EPA has been involve as well. The owner has been cited, fined and been to court on multiple occasions but being that his land is zoned AG 1 (agricultural), he is afforded certain rights that a traditional landowner would not have in a residents property.

As you know, we cannot be intrusive or violate property owner rights. It may look like a landfill, but it's not. He is trying to level out the property so his horses do not get stuck in the mud, and so that the mud does not spills out in the street. The debris that he has brought in has brick and concrete in it. I haven't seen any trash. The landowner is trying hard to fix his property and I do understand that it's an eyesore and I do not condone it. I ride by it every day but please know that I nor the city has turned a blind eye to this. We work on this project monthly and I speak with the landowner often. He has flattened the piles but I'm certain more will be needed to get it up to standard. It's hard to ask residents for patience because its been such a long-standing issue, but please have confirmed that it's being addressed.

Update: Traffic Calming Petition for Jacanar Lane

Many residents have expressed concerns about Jacanar Lane. The residents of Canaan Ridge at Wolf Creek are requesting that the City Council approve the implementation of a double cul-de-sac on the street due to excessive vehicular speed and volume. Two traffic studies were completed by the City of South Fulton. Both studies showed that thresholds for speed and volume were exceeded. The residents have signed a petition for traffic calming citing multiple traffic accidents on Bunting and Jacanar Lane as well as property damage.

Residents of nearby communities have voiced concerns that the requested traffic calming measures would be an inconvenience. The topic was raised during public comment during the City Council meeting this week.

The matter will soon come before the City Council for a vote.

Telecommunications Updates in Our City from AT&T and Comcast

You may have seen AT&T working in the area. Please note that their technicians are laying fiber throughout the City of South Fulton.

As more South Fulton families are having to go to work and school virtually, Comcast is offering services and promotions to help get households connected. Comcast’s Internet Essentials program is driven to help expand connectivity in areas that are underserved. See the flyer below for a 2-month free promotion or click here for details. Congratulations to Aleisha Sawyer, one of our community's star students and a winner of this year's Comcast Leaders and Achievers Scholarship Program. The program recognizes high school seniors for their community service, academic performance and leadership skills and provides scholarships to give young people the opportunity to continue their education to better compete in tomorrow’s workplace.

To be awarded this honor, students have to not only excel academically, but also demonstrate a commitment to community service, outstanding qualities in character, integrity and leadership.

Congratulations to Bryson Thompson, Sr., District 2's newest author. He recently released his children's book, "How Angels Are Made."

About the Book:

It’s something special about a kid and their relationship with their grandparents. The same was true for young BJ and his Grandmother. They shared a bond that was inseparable. Their days included weekly phone calls, reading books, playing video games, and watching videos together. When Grandma unfortunately passed away, BJ was faced with a new reality. His parents, however, worked with him to understand what happened with the death of his grandmother. He also found out that he now would have a new Guardian Angel, Grandma, who would be looking at him for the rest of his life. How Angels Are Made is a journey of happiness, pain, and overcoming. It is a must-read for any family that has had to deal with the untimely passing of someone they love.

Because of the overwhelming support of our sponsors, partners, and a host of volunteers we were able to distribute over 850 bookbags, PPE, books, and school supplies to the children of South Fulton.

In such challenging times we depend on each other for support, and our children needed us more than ever. I am blessed to be in position to be a blessing in my community.
What was even more heart warming is to know that even though my initial goal was to provide relief for the children in my community, the reach and support extended beyond the borders of South Fulton and families everywhere were able to get much needed support. That’s what this is all about, we are all in this together.
