WORLD HEART DAY: HOW TO MAKE A POWERFUL DIFFERENCE

Dear Residents,

World Heart Day is observed annually in order to bring awareness to this
staggering statistic: Cardiovascular diseases are the number one cause of
death globally, claiming the lives of over 17 million people each year.

This year, World Heart Day is Friday, September 29. Take this opportunity
to schedule an appointment with your doctor, pledge to be more active,
commit to eat healthier meals and snacks, and find creative ways to help
our children develop healthy habits that will benefit them for years to
come.

The thought of major lifestyle changes can be overwhelming for many of us,
and push us to put off making changes at all. But one of the key themes of
this year's World Heart Day campaign is "Small changes can make a powerful
difference." That can be anything from swapping that daily bag of chips for
an apple or taking the stairs instead of the elevator. This month, I
encourage you to think about those small changes that you can make to help
you live a longer and healthier life. And go one step further by
encouraging friends, family members and neighbors to do the same.

And just like small changes can help make a powerful difference in our
health, the same can be said for our community. Email me at

SEPTEMBER 13TH CITY COUNCIL MEETING: HIGHLIGHTS
Last week, the city council meeting was held on Wednesday, September 13th.
The meeting was delayed by one day due to the storm.

The meeting began with the approval of the consent agenda, including
meeting minutes from August 22nd and August 30th which are available on the
city's website for review. Proclamations were issued in recognition of
Miller City Farm Appreciation Day and Old National Merchants Association 5K

During public comment, a number of concerns were raised. Topics included
the city seal, recent media coverage, the impact of trains on traffic,
salary considerations for city personnel, gridlock on major corridors in
the city and the need for contingency plans in the event of emergencies.

Several ordinances were on the agenda:

  • The council passed an ordinance to establish municipal courts for the
    City of South Fulton with an effective date of November 1.

  • The ordinance to establish rules of the road for our city was held in
    order to further clarify the language. One of the amendments that I
    requested was that the ordinance include rules for abandoned vehicles on
    our roads that are not under the purview of code enforcement.

  • An ordinance outlining the franchise agreement with Coweta-Fayette EMC
    and an ordinance providing guidelines for vacant and foreclosed property
    registries were also held.

  • The financial policy ordinance and debt policy ordinance passed.

  • An ordinance to amend existing ordinance no. 2017-003 for transparency
    in Mayoral and City Manager appointments also passed.

A decision on the resolution to adopt the official city seal was held.
Councilman Mark Baker has proposed hosting a series of town hall meetings
in each district to allow the public to share input.

The meeting concluded with a presentation from the city's communications
director on her proposed communications strategy, as well as a presentation
by the purchasing manager on BidNet Direct.

The City of South Fulton will advertise RFPs and accept proposals
exclusively via BidNet Direct. I would encourage all South Fulton business
owners interested in doing business with the city to register on the

PUBLIC BUDGET HEARINGS AND SPECIAL CALLED MEETING

October 1st marks the start of the new fiscal year (FY2018). There are two
opportunities remaining for the public to weigh in and share comments and
questions. The next public budget hearings will take place on September 19
at 10:00AM and 6:00PM at the South Fulton Service Center.

recommended budget was $66,329,345. The new version has been revised to
reflect a recommended budget of $65,080,926.

This reduction in the budget will allow for us to rollback the millage rate

September 19th at 7:00PM at the South Fulton Service Center. All items on

  • Resolution to fix the Ad Valorem Tax Rate of the City of South Fulton
    for Fiscal Year 2018, and for various other reasons. (Res2017-048)
  • Resolution adopting the Fiscal Year 2018 Final Budget for each Fund of
    the City of South Fulton, Georgia, Appropriating the amounts showing in
    each fund as expenditures/expenses, adopting the several items of revenue
    anticipations, and prohibiting expenditures or expenses from exceeding the

  • Resolution appointing Tiffany Carter Sellers as the Chief Judge for

IMPORTANT DATES FOR SOUTH FULTON RESIDENTS
I am excited to announce that I'll be holding a District 2 Town Hall on
October 23rd at 6:30PM at the Wolf Creek Library. Please mark your
calendars, share the information with your neighbors and bring your
questions.

I'll also be hosting a Canvas and Convos event on October 21st at 7:00PM at
Milk & Honey, co-owned by District 2's Deon Harrison. Come join us for an
opportunity to meet and view the work of local artists as well as discuss
topics related to Domestic Violence Awareness Month. Flyers for both events

Last week, South Fulton was put to the test by the tropical storm that
wreaked havoc on so many of our communities and left many of our residents
without power for days.

I would like to extend my heartfelt thanks to all of the Fulton County and
City of South Fulton employees who worked around the clock to assess
damage, make repairs, clear debris and provide us with updates so that we
could answer residents' questions and address their concerns. I'd also like
to thank the employees from the utility companies that service our city who
braved weather conditions to restore service to area homes.

Last but certainly not least, thank you to all of the residents who reached
out to me to report downed trees and power lines and worked with me to
share information and updates with neighbors. Thank you for your engagement
and your shared commitment to ensuring that our community is safe and
secure.
CLIFTONDALE COMMUNITY CLUB FALL FESTIVAL WELCOMES NEW ALLIANCE WITH CITY OF
SOUTH FULTON OFFICIALS

Popular Annual Event Hosted by Local Residents Carries Banner of ‘South
Fulton’s First Fall Festival’ Following Cityhood

The Cliftondale Community Club has announced that its 6th Annual Fall
Festival will take place on October 28. This year, the club will welcome
partnerships with South Fulton officials and will celebrate the event as
the new city’s “first fall festival.”

The festival will feature food, games, vendors, networking, live musical
performances and live fitness events, including an interactive Zumba
session and a karate demonstration by Tony Young All-Star Karate. New
additions to this year’s event include a farmer’s market featuring South
Fulton farmers, and a community talent showcase hosted by District 2
Councilwoman Carmalitha Gumbs and District 3 Councilwoman Helen Willis.
Area singers and dancers of all ages are invited to battle it out for
prizes and bragging rights.

The festival will take place at Cliftondale Park, located in District 2 at 4645

Councilwoman Gumbs has joined the festival’s planning committee.

“The Cliftondale Community Fall Festival is a fun-filled event for the
entire family that we all look forward to each year,” said Councilwoman
Gumbs. “Fall is the season of change, so I think it’s very fitting that
we’re able to partner with the festival in celebration of the many positive
changes that have occurred over the last few months.”

“Cityhood has sparked a greater sense of community and more civic
engagement,” she continued. “This year’s festival provides residents an
opportunity to continue to celebrate this new path that we’ve chartered and
deepen relationships with not only their neighbors, but also their elected
officials.”

The festival will take place from 10:00 a.m. until 2:00 p.m. Current
sponsors include Greystone Power, Golden Gate Healthcare Resources, Inc.,
Fulton County Commissioner Marvin Arrington, Jr., Camp Creek Church of
Christ, Aldridge Services, Inc. and Perfect Pitch Public Relations.

Applications for additional sponsors, vendors and volunteers are currently

“I’ve served as the festival’s director for the past five years, but this
year is incredibly exciting as it’s the first time that we’ll host the
festival in our very own city,” said Thomas. “The festival has become a
much-loved tradition in the Cliftondale community, and we’re delighted that

The Cliftondale Community Club is a non-political, civic organization
formed to enrich and encourage development of the Cliftondale community
through non-profit service. The organization is under the leadership of
current president Stanley Knowles and recently celebrated its 65th
anniversary with proclamations from the City of South Fulton and the State
of Georgia in recognition of its mission and impact.

COMMUNITY SPOTLIGHT:
CHENTEL "CHA CHA" GASSAWAY
According to Chentel "Cha Cha" Gassaway, a District 2 resident, South
Fulton is not only a great place to live, but it is one of the most
exciting nightlife destinations in the metro area. I interviewed her to
learn more about the entertainment options that our community has to offer,
the must-attend events of the fall season and new nightlife and dining
options in the South Fulton area.

While many South Fulton residents believe that they have to go outside of
South Fulton and into Atlanta for great nightlife options, Cha Cha quickly
dispelled this myth. In fact, she highlighted The Shops at Camp Creek
Village (3220 Butner Road

of the best options for entertainment and dining.
Cha Cha promotes a number of events that take place at Infinity Lounge
including karaoke on Wednesdays from 6p-12p and live music and a DJ on
Fridays from 6p - 3a. In fact, on Fridays residents can take advantage of
live music at St. James Live and Cigaros as well, which makes for a
jam-packed night of dinner, dancing and socializing with neighbors. Cha Cha
also let me in on a little secret: Baltimore Crab & Seafood will soon be
opening a location at The Shops at Camp Creek Village. The dining concept
has done well in both Philadelphia and Atlanta. The restaurant specializes
in expertly prepared seafood specialties and home-style influenced dishes
like the Garlic Shrimp, Kale with Smoked Turkey, and delectable Banana
Pudding.

If you're venturing outside of District 2, Cha Cha also recommended Wraith,
a new upscale lounge located in South Fulton on Old National Highway. You
can join her there on Mondays for football with V-103's DJ Greg Street from

Over the past couple of weeks, I've had a great time meeting and engaging
with residents in District 2 and throughout South Fulton.

This past weekend, I had the pleasure to attend the International Festival
hosted by the Kingdom of God Evangelistic Outreach Ministry and Walden Park
Community Day (pictured on the right). Thank you for the invitation to
attend!

Earlier this month, I attended the Labor Day Picnic at Berean Bible Baptist
Church, as well as the HOA meeting at Falls of Cascade Palms (pictured
above). I also had a great discussion and collaboration with District 2
residents at our Public Safety meeting at Wolf Creek Library.

These opportunities to meet, connect and collaborate with you are
invaluable to me!

The meeting was delayed by one day due to the storm. The meeting began with the approval of the consent agenda, including meeting minutes from August 22nd and August 30th which are available on the city's website for review. Proclamations were issued in recognition of Miller City Farm Appreciation Day and Old National Merchants Association 5K Run/Walk for Community Unity Day. Topics included the city seal, recent media coverage, the impact of trains on traffic, salary considerations for city personnel, gridlock on major corridors in the city and the need for contingency plans in the event of emergencies. Several ordinances were on the agenda: - The council passed an ordinance to establish municipal courts for the City of South Fulton with an effective date of November 1. - The ordinance to establish rules of the road for our city was held in order to further clarify the language. One of the amendments that I requested was that the ordinance include rules for abandoned vehicles on our roads that are not under the purview of code enforcement. - An ordinance outlining the franchise agreement with Coweta-Fayette EMC and an ordinance providing guidelines for vacant and foreclosed property registries were also held. - The financial policy ordinance and debt policy ordinance passed. - An ordinance to amend existing ordinance no. 2017-003 for transparency in Mayoral and City Manager appointments also passed. A decision on the resolution to adopt the official city seal was held. Councilman Mark Baker has proposed hosting a series of town hall meetings in each district to allow the public to share input. The meeting concluded with a presentation from the city's communications director on her proposed communications strategy, as well as a presentation by the purchasing manager on BidNet Direct. The City of South Fulton will advertise RFPs and accept proposals exclusively via BidNet Direct. I'd also like to thank the employees from the utility companies that service our city who braved weather conditions to restore service to area homes.
