MOVING FORWARD: KEEPING MY PROMISE TO MY COMMUNITY

Dear Residents,

November 1 will mark six months since the City of South Fulton was
chartered. I am proud of what we have accomplished thus far. In just this
short time, as your District 2 representative, I have:

  • Sponsored several ordinances and resolutions, including those to
    establish the City of South Fulton as a Smart City and implement OPENGOV
  • Sponsored proclamations honoring local Seniors and law enforcement,
    and in recognition of Crime Prevention Month
  • Held two town halls with a third planned for this month
  • Conducted two community-wide surveys to get resident feedback on
    multiple issues, including citywide waste management services
  • Co-hosted a town hall on property taxes with Commissioner Marvin
    Arrington, Jr.
  • Hosted the very first D2 Community Day at Believe Ranch
  • Co-sponsored a back-to-school drive with local elected officials,
    co-hosted the back-to-school drive at Cliftondale Church and collected over
    150 backpacks for area students
  • Collaborated with East Point City Councilwoman Stephanie Gordon to
    host National Coffee with a Cop Day providing a forum for residents to
    connect with local law enforcement
  • Established the D2 Public Safety Task Force
  • Established the D2 Economic Development Committee
  • Provided consistent community outreach through the publishing of 11
    newsletters, numerous community updates and social media posts
  • Established relationships with area principals to learn how we can
    collaborate more effectively with our schools

And most importantly, I've had the opportunity to attend numerous events
each week to connect with residents and learn more about your concerns and
needs.

Thank you for your engagement, feedback, collaboration and willingness to
work with me to help achieve the goals we have for our district and for the
entire City of South Fulton. There are those that seek to halt our progress
in an effort to promote their own agendas. However, I challenge you to not
let our city be sidelined by these costly distractions put in motion by the
power and profit-driven. And instead, let those of us who are solely and
purely motivated by our desire to make our city the best that it can be for
our families continue to press forward.

On Tuesday, October 10th we held our first city council meeting of the
month. During public comment, residents shared their feedback and concerns
on a number of issues including the name of the city, sidewalk projects on
Old National Hwy., police response time and waste management, among others.

Several resolutions were passed, including those to:

  • Approve the agreement for the transfer of Municipal Court Jurisdiction
    and for Municipal Court Services between Fulton County and the City of
    South Fulton
  • Adopt a meeting schedule for the Mayor and City Council in compliance
    with the Georgia Open Meetings Act and other purposes
  • Adopt the Community Development Service Department's 2017 calendars
    for re-zonings, modifications and variances
  • Appoint a trustee for the City of South Fulton Defined Contribution
    and 457(b) Deferred Contribution Plans
  • Execute the cooperation agreement between the City of South Fulton and
    the Fulton Industrial Community Improvement District (CID)

The adoption of the Community Development Service Department's 2017
calendars is an important step towards preparing to lift the zoning
moratorium on November 1.

A resolution to award a contract to Springsted-Waters for the recruitment
of a City Manager and Police Chief failed. A resolution to execute a
cooperative agreement between the City and the South Fulton Community
Improvement District (CID) was held until the organization can make a
presentation to the Mayor and City Council.

An ordinance passed which will allow the City to designate an open records
officer and assistant open records officer. Ordinances related to
amendments of Title 8 were read for the first time and thus no action was
taken on these items at the October 10th meeting.

During the City Manager's report, Ruth Jones shared that Parks and
Recreation is scheduled to transition over to the new city in January,
followed by Fire and Rescue and Police in February and March. She also
shared updates and information related to human resources, ambulance
services and other topics. Frank Milazi restated the need for the city to
secure a new tax anticipation note (TAN) to address cash flow issues. The
city council voted to allow him to proceed with seeking funds from IFS
Securities.

Reminder: City council meetings are held on the 2nd and 4th Tuesdays of
every month at 7:00 pm at the South Fulton Service Center Auditorium.
The City of South Fulton has tapped VIVO360 to lead the branding process
necessary for the renaming of the city. The company will work in
partnership with firstClass, Inc. to develop a name that meets the
following criteria: magnetism, distinctiveness, accessibility
(easy-to-say), longevity, protectability, appropriateness and consistency
with the vision of the City.

VIVO360, Inc. (www.vivo360inc.com) is a A Digitally-Led, Cross-Media
Creative Agency, creating "exceptional experiences that strengthen
relationships between brands and the people who matter most." The agency is
owned by Sophie Gibson. firstClass, Inc. (www.fclassinc.com) is an
Atlanta-based public relations and marketing firm that "provides
unparalleled public relations services to the Atlanta market and throughout
the region." The agency is owned by Bunny Jackson-Ransom.

As part of the branding/renaming process, the selected agencies will review
names previously submitted by residents via social media and the branding
committee established by the People's Campaign. The agencies will also
interview community leaders to get their input.

Additional recommendations were made regarding how public input should be
collected. I will provide updates on the process as they become available.

Wolf Creek Elementary School

Sandtown Middle School

Through technology, field trips and other innovative instruction, Sandtown
Middle School students have been learning about some of the most
significant events in our nation's history. Parents, be sure to ask your

Several months ago, the City of South Fulton introduced plans to institute
citywide waste management services. Thank you to all of the residents who
participated in my survey on this issue. Your input has been shared with
the City Manager's office.

The City of South Fulton's purchasing department has since developed an RFP
for solid waste collection and recycling services. The RFP has been sent to
the city's legal team and it is anticipated that the RFP will be posted for
bids this week.

A Special Called Meeting will be held tonight at 5:00 p.m. at the South
Fulton Service Center to further discuss waste and recycling. The public is
invited to attend. An agenda is below for your convenience.

staff. They are:

It's my absolute delight to spotlight the businesses and venues in District
2 that our residents get to benefit from and enjoy. Learn more about our
district's access to outdoor activities that are ideal for the entire
family!

Earlier this year, I launched District 2's first-ever Community Day at Believe
Ranch on Butner Road. if you didn't have an opportunity to attend or you're
not familiar with Believe Ranch, just across the street from the bustling
shops and nightlife at Camp Creek and Butner, you will often find the
serene scene of horses grazing. In fact, it's just this type of picturesque
scenery that attracts many of our residents to South Fulton.

Believe Ranch is a popular destination in our area for horseback riding.
Not only is it a fun (and peaceful) way to spend the afternoon, there are
numerous benefits that can be derived from horseback riding and communing
with horses. It's a great opportunity to get kids to unplug and spend some
time exercising in the fresh air. Plus, horseback riding teaches kids
patience, self-discipline and focus which can translate to improved
performance in the classroom.

This week, there will be a ribbon cutting ceremony for the Wolf Creek
Multi-Use Trail on Thursday, October 19th a 10:00 a.m. Residents are
invited to join in the festivities!

The 10-foot wide trail is located parallel to the east side of Enon Road
and is approximately 0.8 miles long. It is the first of its kind
constructed in our area and will be open to the public from dawn until
dusk. The trail, which connects the library to the amphitheater, was made
possible through a partnership between the Georgia Department of
Transportation and Fulton County, both of whom provided funding for the
project.

celebrate with the Rev. Jesse Jackson in honor of his 76th birthday and
dance the night away with local Seniors at Mayor Kasim Reed's 2017 Forever
Young Senior Ball.

I am proud of what we have accomplished thus far. In just this short time, as your District 2 representative, I have: - Sponsored several ordinances and resolutions, including those to establish the City of South Fulton as a Smart City and implement OPENGOV - Sponsored proclamations honoring local Seniors and law enforcement, and in recognition of Crime Prevention Month - Held two town halls with a third planned for this month - Conducted two community-wide surveys to get resident feedback on multiple issues, including citywide waste management services - Co-hosted a town hall on property taxes with Commissioner Marvin Arrington, Jr. - Hosted the very first D2 Community Day at Believe Ranch - Co-sponsored a back-to-school drive with local elected officials, co-hosted the back-to-school drive at Cliftondale Church and collected over 150 backpacks for area students - Collaborated with East Point City Councilwoman Stephanie Gordon to host National Coffee with a Cop Day providing a forum for residents to connect with local law enforcement - Established the D2 Public Safety Task Force - Established the D2 Economic Development Committee - Provided consistent community outreach through the publishing of 11 newsletters, numerous community updates and social media posts - Established relationships with area principals to learn how we can collaborate more effectively with our schools And most importantly, I've had the opportunity to attend numerous events each week to connect with residents and learn more about your concerns and needs. There are those that seek to halt our progress in an effort to promote their own agendas. However, I challenge you to not let our city be sidelined by these costly distractions put in motion by the power and profit-driven. And instead, let those of us who are solely and purely motivated by our desire to make our city the best that it can be for our families continue to press forward. Focused on the road ahead, Councilwoman Carmalitha Gumbs On Tuesday, October 10th we held our first city council meeting of the month. During public comment, residents shared their feedback and concerns on a number of issues including the name of the city, sidewalk projects on Old National Hwy., police response time and waste management, among others. Several resolutions were passed, including those to: - Approve the agreement for the transfer of Municipal Court Jurisdiction and for Municipal Court Services between Fulton County and the City of South Fulton - Adopt a meeting schedule for the Mayor and City Council in compliance with the Georgia Open Meetings Act and other purposes - Adopt the Community Development Service Department's 2017 calendars for re-zonings, modifications and variances - Appoint a trustee for the City of South Fulton Defined Contribution and 457(b) Deferred Contribution Plans - Execute the cooperation agreement between the City of South Fulton and the Fulton Industrial Community Improvement District (CID) The adoption of the Community Development Service Department's 2017 calendars is an important step towards preparing to lift the zoning moratorium on November 1. A resolution to award a contract to Springsted-Waters for the recruitment of a City Manager and Police Chief failed. A resolution to execute a cooperative agreement between the City and the South Fulton Community Improvement District (CID) was held until the organization can make a presentation to the Mayor and City Council. An ordinance passed which will allow the City to designate an open records officer and assistant open records officer. Ordinances related to amendments of Title 8 were read for the first time and thus no action was taken on these items at the October 10th meeting. During the City Manager's report, Ruth Jones shared that Parks and Recreation is scheduled to transition over to the new city in January, followed by Fire and Rescue and Police in February and March. She also shared updates and information related to human resources, ambulance services and other topics. Frank Milazi restated the need for the city to secure a new tax anticipation note (TAN) to address cash flow issues. The city council voted to allow him to proceed with seeking funds from IFS Securities.
