MOVING SOUTH FULTON FORWARD

Dear Residents,

As we anticipate the continued growth of our city, transportation will be a
major focus area. Smart investments in transportation help to increase
accessibility, attract businesses and opportunity, improve mobility for
residents of all ages and much more.

This month, you'll have an opportunity to take part in two important
conversations on transportation. The Fulton County Transit Master Plan Open
House will take place today, January 22 at 6:30 p.m. at the South Fulton
Service Center. Fulton County, along with a team of consultants, will be
presenting ideas for expanded transit services throughout the region. Come
learn what's being proposed and provide your input. You can also access
more information about the master plan and participate in an online survey
by visiting www.fultoncountyga.gov/tmp-home
http://r20.rs6.net/tn.jsp?f=001fLsMMF3vip_nhNKUKLvGlG17w-cJMkFjh7QhdLToWge8C0B2mH6wU_oWpVRxhKjhA_IUTNOH-G3LnRYK1yESwPxezshKFtpGTiI48fV7etwfnrJM1UcZXP3tsBvCV4i9h5EpqXiOdcdorC9EoryhBip2IADHprWU&c=1X_diKB3Ozocft15jeeRdOEsm2TEVf9x4sqOhhmGv57x1FA2AtOYOQ==&ch=SWYOp2waIl6Gd4e60qtMdC0seFNDr74-_kc4d1mgenVNeyvoRRfJ5A==
.

Additionally, at our District 2 Town Hall Meeting on January 31st, we'll
welcome a transportation planning expert to facilitate a conversation among
our district's residents. This will give us an opportunity to learn about
transportation planning best practices as well as exchange ideas and
collaborate with neighbors.

I look forward to hearing your ideas on how we can leverage transportation
to move South Fulton forward. As always, please feel free to share your
thoughts and ideas with me at Carmalitha.Gumbs@cityofsouthfultonga.gov.

Thank you,
Councilwoman Carmalitha Gumbs
On Tuesday, January 9th, we held our first city council meeting of the New
Year. Proclamations were presented to Gary Stiles, former Fulton County
police chief and Q Parker of the award-winning R&B group 112 and Brothers
United. During public comment, citizens raised concerns regarding
sanitation, illegal dumping, the city name, property taxes and Creel Park,
among other issues.

Several resolutions were passed, including those to:

  • Appoint the office of the interim city attorney as parliamentarian
  • Appoint Councilman Mark Baker as Mayor Pro Tempore
  • Adopt Community Development Services' 2018 calendar for re-zonings,
    modifications and variances
  • Transfer jurisdiction of Fulton County, Georgia's Fire and Rescue
Department to the City of South Fulton

The meeting agenda included the reconsideration of the ordinance to change
the city's name to Renaissance, however the council chose to take no
further action on the matter. A motion was made and passed to
maintain/adopt the current city seal.

Ordinances that passed included those to:

  • Establish a Historic and Cultural Landmarks Commission
  • Amend the ethics ordinance

If you are a District 2 resident and are interested in serving on the
Historic and Cultural Landmarks Commission, please email me at

An ordinance to establish regulations for hotels, motels and extended stay
hotels and provide for severability and to repeal conflicting ordinances
was read for the first time.

The Georgia Municipal Association (GMA) Ethics Certification Committee has
determined that the City of South Fulton has met the qualifications to be
designated as a Georgia Certified City of Ethics. This achievement was
recognized at the GMA Mayor’s Day Awards Luncheon on Sunday, January 21,
2018.

GMA's Cities of Ethics program attempts to raise awareness about ethics
issues at the local level and provide a local forum for the airing and
resolution of legitimate concerns. The use of a local ethics ordinance
allows citizens to raise their concerns and participate in the ethics
investigation process at the local level, where the voice and influence of
the individual citizen is strongest.

The city council initially adopted an ordinance based on language that GMA
provided. I proposed additional amendments to strengthen the ordinance
which passed at our last city council meeting.

The certification affirms that South Fulton upholds principles that are
designed to guide the elected officials as individuals and as a governing
body, and it's a great step in the right direction toward making sure that
we're a successful city that attracts top talent, quality development and
opportunities for our residents.
Over the course of the next several months, the City of South Fulton will
be transitioning Police, Fire, Parks and Recreation and Public Works from
Fulton County. As we prepare for the transition, we are in close
communication with the county and receive periodic reports and updates to
ensure that services are being delivered in accordance with our
expectations.

Below are the crime statistics provided by the Fulton County Police
Department for the month of December for your review:
Additionally, in my communications with the Department of Public Works,
I've discovered that some of the requests that I and other residents have
made have been reported as completed, but have not actually been attended
to. David Clark, the director of the department, has addressed my concerns
and I will continue to work with him to ensure that requests are adequately
addressed going forward and that reports are more accurate in the future.
The City of South Fulton is poised for massive growth and there are several
residential communities currently in development in District 2. They
include:

Bedford Estates: Access to this subdivision is off of Thaxton Road and will
include access through the Overlook at Camp Creek Subdivision to Old
Fairburn Road near Camp Creek Parkway upon completion. At full buildout, the
subdivision will comprise 167 lots. Phase 1, consisting of 62 lots is
platted. Home construction is underway within Phase 1. The developer is
nearing completion of Land Disturbance activity for Phase 2 of the
subdivision. Land Development activity for Phase 3 is also underway,
including access to the Overlook at Camp Creek subdivision.

Overlook at Camp Creek Subdivision: Access to this subdivision is off of
Old Fairburn Road near Camp Creek Parkway. Currently the subdivision is
platted for 66 lots with constructed homes existing within 16 of the lots.
Once the Bedford Estates subdivision development adds access between
Bedford Estates and the Overlook at Camp Creek, it is expected that home
construction will resume within the remaining 50 lots.

Cambridge Meadows Subdivision: Access to this subdivision is off of Old
Campbellton Road near Campbellton Road. Home construction is underway
within this 60 lot subdivision.

Canaan Ridge at Wolf Creek Subdivision: Access to this subdivision is off
of Union Rd at the east side of the subdivision and through Stonewall Tell
subdivision on the west side. Homes exist on 13 of the 86 lots within this
subdivision. Home construction is underway on several of the remaining
vacant lots.

Butner Estates Subdivision – The first phase of this subdivision, located
on Butner Road across from the Camden Manor Subdivision, is under
construction. Phase 1 is proposed to consist of 10 lots.

Kingsland Subdivision – The land disturbance work for this subdivision is
substantially complete and the developer is working on completing the
platting process. Access to this subdivision is off of Amhurst Parkway
within the Amhurst Subdivision. Phase 1, when platted, will consist of 30
lots.

Stonewall Tell Subdivision – Access to this subdivision is off of Stonewall
tell Road. Approximately 60 lots at the eastern edge of the subdivision
remain to be developed. Home construction within these 60 remaining lots is
steadily progressing.

Mother-and-daughter fitness duo, Ellen and Lana Ector, aim to help South
Fulton chart a new path towards a healthier lifestyle.

Just in time for the New Year, when many residents are renewing their
commitment to a healthy lifestyle, Ellen and Lana Ector have opened
Gymnetics Fitness in the Shops at Camp Creek located at Camp Creek Parkway
and Butner Road. For years, the mother-and-daughter fitness duo have helped
clients completely transform their bodies and their approach to healthy
eating and exercise.

I asked Ellen and Lana to share a few tips for D2 residents who are making
their health a priority in the New Year. Take a look at the great advice
that they shared:

  1. Get Started.

The hardest part of accomplishing something is getting started. The truth
is, there are a lot of steps between where you are now and where you want
to be. The key to getting there is to take action, make changes and throw
away those bad habits! Now is the time to get off that starting line and
focus on the finish line. Results will not happen overnight, but you will
get stronger and fitter each day!

  1. Join a Group.

A support group not only keeps you accountable but may help you clock in
more time at the gym which helps you burn more fat. Women with BFFs (Be Fit
Forever) buddies are more likely to push themselves harder and are more
motivated than when they hit the gym alone. Even if you like to exercise
independently, give a group fitness class a shot at least three times a
week—you may even find out that you enjoy it more than sweating solo.
Happiness and health are shared through social connections and closeness.

  1. Rest for Weight Loss.

Sleeping seven to nine hours a night for five days straight may reduce bags
under your eyes as well as cellulite on your thighs. When women get enough
sleep, they don’t take in extra, unnecessary calories to stay awake. Rest
and recovery are essential! Putting your body on a balanced diet is just as
important as getting the right amount of sleep.

The Georgia Municipal Association (GMA) Ethics Certification Committee has determined that the City of South Fulton has met the qualifications to be designated as a Georgia Certified City of Ethics. This achievement was recognized at the GMA Mayor’s Day Awards Luncheon on Sunday, January 21, 2018. GMA's Cities of Ethics program attempts to raise awareness about ethics issues at the local level and provide a local forum for the airing and resolution of legitimate concerns. The use of a local ethics ordinance allows citizens to raise their concerns and participate in the ethics investigation process at the local level, where the voice and influence of the individual citizen is strongest. The city council initially adopted an ordinance based on language that GMA provided. I proposed additional amendments to strengthen the ordinance which passed at our last city council meeting. The certification affirms that South Fulton upholds principles that are designed to guide the elected officials as individuals and as a governing body, and it's a great step in the right direction toward making sure that we're a successful city that attracts top talent, quality development and opportunities for our residents. Over the course of the next several months, the City of South Fulton will be transitioning Police, Fire, Parks and Recreation and Public Works from Fulton County. As we prepare for the transition, we are in close communication with the county and receive periodic reports and updates to ensure that services are being delivered in accordance with our expectations. Below are the crime statistics provided by the Fulton County Police Department for the month of December for your review: Additionally, in my communications with the Department of Public Works, I've discovered that some of the requests that I and other residents have made have been reported as completed, but have not actually been attended to. David Clark, the director of the department, has addressed my concerns and I will continue to work with him to ensure that requests are adequately addressed going forward and that reports are more accurate in the future. The City of South Fulton is poised for massive growth and there are several residential communities currently in development in District 2. They include: Bedford Estates: Access to this subdivision is off of Thaxton Road and will include access through the Overlook at Camp Creek Subdivision to Old Fairburn Road near Camp Creek Parkway upon completion. At full buildout, the subdivision will comprise 167 lots. Phase 1, consisting of 62 lots is platted. Home construction is underway within Phase 1. The developer is nearing completion of Land Disturbance activity for Phase 2 of the subdivision. Land Development activity for Phase 3 is also underway, including access to the Overlook at Camp Creek subdivision. Overlook at Camp Creek Subdivision: Access to this subdivision is off of Old Fairburn Road near Camp Creek Parkway. Currently the subdivision is platted for 66 lots with constructed homes existing within 16 of the lots. Once the Bedford Estates subdivision development adds access between Bedford Estates and the Overlook at Camp Creek, it is expected that home construction will resume within the remaining 50 lots. Cambridge Meadows Subdivision: Access to this subdivision is off of Old Campbellton Road near Campbellton Road. Home construction is underway within this 60 lot subdivision. Canaan Ridge at Wolf Creek Subdivision: Access to this subdivision is off of Union Rd at the east side of the subdivision and through Stonewall Tell subdivision on the west side. Homes exist on 13 of the 86 lots within this subdivision. Home construction is underway on several of the remaining vacant lots. Butner Estates Subdivision – The first phase of this subdivision, located on Butner Road across from the Camden Manor Subdivision, is under construction. Phase 1 is proposed to consist of 10 lots. Kingsland Subdivision – The land disturbance work for this subdivision is substantially complete and the developer is working on completing the platting process. Access to this subdivision is off of Amhurst Parkway within the Amhurst Subdivision. Phase 1, when platted, will consist of 30 lots. Stonewall Tell Subdivision – Access to this subdivision is off of Stonewall tell Road. Approximately 60 lots at the eastern edge of the subdivision remain to be developed. Home construction within these 60 remaining lots is steadily progressing. Mother-and-daughter fitness duo, Ellen and Lana Ector, aim to help South Fulton chart a new path towards a healthier lifestyle. Just in time for the New Year, when many residents are renewing their commitment to a healthy lifestyle, Ellen and Lana Ector have opened Gymnetics Fitness in the Shops at Camp Creek located at Camp Creek Parkway and Butner Road. For years, the mother-and-daughter fitness duo have helped clients completely transform their bodies and their approach to healthy eating and exercise. I asked Ellen and Lana to share a few tips for D2 residents who are making their health a priority in the New Year. Take a look at the great advice that they shared: 1. Get Started. The hardest part of accomplishing something is getting started. The truth is, there are a lot of steps between where you are now and where you want to be. The key to getting there is to take action, make changes and throw away those bad habits! Now is the time to get off that starting line and focus on the finish line. Results will not happen overnight, but you will get stronger and fitter each day! 2. Join a Group. A support group not only keeps you accountable but may help you clock in more time at the gym which helps you burn more fat. Women with BFFs (Be Fit Forever) buddies are more likely to push themselves harder and are more motivated than when they hit the gym alone. Even if you like to exercise independently, give a group fitness class a shot at least three times a week—you may even find out that you enjoy it more than sweating solo. Happiness and health are shared through social connections and closeness. 3. Rest for Weight Loss. Sleeping seven to nine hours a night for five days straight may reduce bags under your eyes as well as cellulite on your thighs. When women get enough sleep, they don’t take in extra, unnecessary calories to stay awake. Rest and recovery are essential! Putting your body on a balanced diet is just as important as getting the right amount of sleep.
