DISTRICT 2 NEWS AND UPDATES
A CALL FOR ACCOUNTABILITY AND LEADERSHIP

It is my honor to serve as your District 2 city councilperson, and I am
grateful to all of our residents who have collaborated with me to achieve
successes in our district thus far.

The transition to cityhood is not an easy one. All of the municipalities
that have gone before us have had numerous challenges, and we are no
different. However, admittedly, there are things that threaten to distract
us from doing the work that needs to be done in order for us to be
successful, including the level of discord on our city council.

We all took an oath to serve this City. We took an oath to be transparent
and to serve in the best interests of our residents. And it is in
acknowledgement of this oath that I share the concerns that not only I
have, but that residents have also echoed.

Beyond the friction that residents have witnessed, there are additional
challenges that we face that our residents may not always see. Delays in
email responses and non-responses from city personnel, questionable hiring
practices, presentations made to council with errors or missing
information, the leaking of proprietary information and other factors chip
away at our city's ability to operate effectively and maintain integrity.

Feedback on poor performance and lack of accountability is met with
responses that the city does not have the resources or staff to meet
expectations. Meanwhile, we must adhere to a strict schedule to transfer
all of our city services over by November 2018, while also addressing
critical needs ranging from inadequate police and fire staff and facilities
to economic development and growth.

I've made my concerns known to our city manager and city personnel. And
I've shared with them that it's not my intention to be adversarial or to
target any one individual . However, I believe that we have to be objective
in our evaluation of the management of our city, and provide unvarnished
feedback in order to move in a more positive direction.

Additionally, I am a firm believer that in order to be effective, we can
not simply highlight problems, we must also offer solutions. And so after
careful evaluation, I believe that we need stronger leadership at city
hall. Because we have a city manager form of government, it is imperative
that we proceed with launching a national search for a permanent city
manager that can adeptly lead us through this critical transition period.

I made a motion to move forward with this search, which passed during
Tuesday's city council meeting. It is my belief that with stronger
leadership, and leadership without compromise, we can meet the public's
expectation of serving people before politics and provide residents with
the level of service that they deserve.

AUGUST 8TH CITY COUNCIL MEETING: HIGHLIGHTS
During this week's meeting, city council approved the consent agenda, which
included assignment and assumption of a lease of property at 5440 Fulton
Industrial Boulevard where City Hall is located as agreed to in the
intergovernmental agreement (IGA) with Fulton County.

Two new members of the city’s staff were introduced, who officially began
work with South Fulton this week. Chata Spikes joined the Office of
Communications & External Affairs as our new Communications Director and
Teresa Adams joined the Office of Finance as our new Purchasing Manager.

14 speakers took advantage of public comment. Topics of concern included
but were not limited to:

  • Election Day as a holiday in South Fulton
  • The merit system for city employees, employment protections and other
    human resources matters
  • Government transparency
  • Branding and naming of our city
  • Public safety

Following public comment, Mayor Edwards recognized Georgia State
Representatives Roger Bruce and Derrick Jackson who were both present for
the meeting. Later in the meeting, College Park Councilperson Joe Carn was
also recognized.

Several resolutions were voted on and passed, including:

There were first readings of amendments to ordinances related to personnel,
as well as an amendment to the Board of Code Enforcement ordinance. As
these were first readings, no action was taken.

The latter part of the meeting was dedicated to:

  • A resolution regarding standards for issuing Proclamations and Letters
    of Commendation. (Passed)
  • A second vote on the resolution to Amend the City’s Holiday Schedule
    to Recognize Election Day as an Annual Official City Holiday. (Failed to
    pass)
  • A resolution to approve seven part-time Council aides. (Passed, but
    vetoed by Mayor Edwards)

Lastly, the interim city manager provided her weekly report, and I made a
motion to move forward with the executive search for a permanent city
manager. The motion passed.

THE FUTURE OF TRANSPORTATION IN FULTON COUNTY

The Atlanta Regional Commission, in partnership with Fulton County, is
developing a Fulton County Transit Master Plan. It will include review of
each City’s community and economic development strategies, analysis of
existing transit services and needs, and development of a financial model
to determine the potential for expanded transit services within Fulton
County.

Meetings are currently being held to gather public input. The City of South
Fulton's meeting will take place on August 14 at 6:30PM at the South Fulton
Service Center Auditorium. I encourage you to attend to learn more and to

KEEPING OUR COMMUNITY CLEAN

One of the priorities for District 2 is keeping our community clean. I want
to take a moment and publicly thank our Public Works Department for their
recent hard work and efforts to elevate the service that they provide to
our residents.

This week, a dumping hotspot was brought to my attention (pictured above).
In less than 24 hours, all debris was cleared (pictured below). This is a
great example of how we can work together to get things done and maintain
our community in a way that we can all be proud of.

As some of you may be aware, Code Enforcement has transitioned from Fulton
County over to the City of South Fulton. You may have already seen their
vehicles in your community with our city seal on them.
Any citizen can report a code enforcement violation. Common violations
include:

  • Unsightly trash and debris
  • Junked cars
  • Abandoned properties
  • Parking on grass
  • Illegal signs and banners
  • Illegal dumping
  • Outside storage
  • Roadside vending

There is a new "Tell Line" to report issues, and that telephone number
is (470) 809-TELL(8355). You can also email the code enforcement department
at code@cityofsouthfultonga.gov. Please share this information with your
neighbors.
IMPORTANT DATES FOR SOUTH FULTON RESIDENTS
Please mark your calendar for our next Work Session on Tuesday, August 15
at 5:00pm. You'll have an opportunity to hear a presentation from Connect
South Fulton, a new organization dedicated to increasing jobs, investment,
and economic prosperity in South Fulton County.

Additionally, we will have an update on the Municipal Courts from our
Interim County Attorney and a presentation from Fulton County on TSPLOST,
Capital Improvement Program, General Operations and the need for a new
Comprehensive Transportation Plan.

There are also two important deadlines for our students that I would like
to bring to your attention:

CITY OF SOUTH FULTON FY2018 BUDGET PRIORITIES

Last week, we participated in budget workshops in order to begin gathering
information and weighing decisions necessary to help us prepare the city
budget for the next fiscal year, which will begin October 1, 2017.

As part of this exercise, we listened to presentations from a number of
individuals, including Kay Love, a municipal operations consultant from the
Georgia Municipal Association (GMA), Chief Larry Few (Fulton County Fire
Department), Tony Phillips, Director of Fulton County Parks and Recreation,
Deputy Chief Darryl Halbert (Fulton County Police Department) and members
of our city's staff from the finance and human resources departments and
city manager and city clerk's offices.

Based on information presented and other research and recommendations, the
city's FY2018 budget priorities include:

  • Improving parks and recreation
  • Improving public safety (police and fire)
  • Economic development with an emphasis on growing local businesses
  • Planning, including updating our comprehensive plan
  • Creating an implementing branding and messaging for the new city

In the upcoming weeks, you will receive an invitation to participate in a
budget hearing to get more information on the FY2018 budget and offer your
feedback. Stay tuned for more details.

PREPARING OUR STUDENTS FOR SUCCESS

This summer, I had the awesome opportunity to partner with Commissioner
Marvin Arrington Jr., Representative William Boddie and Councilwoman Helen
Willis to collect 2000 book bags for students attending Camp Creek Middle
School and Seaborn Lee, Wolfcreek, Cliftondale, and Stonewall Tell
Elementary Schools. This backpack drive was a huge success!

I also co-hosted a Back to School Bash at Cliftondale Church. We collected
over 350 book bags and lots of supplies to benefit Stonewall Tell,
Cliftondale, and Wolf Creek Elementary Schools.

It truly takes a village to prepare our students for success. I'd like to

COMMUNITY MEMBER SPOTLIGHT: WESTLAKE HIGH SCHOOL EDITION

The school year has just begun, and our students at Westlake High School
are already making history! Teen pilots Bryce Baker and Justin Laster (pictured
above) have received approval to start their Focus Flying club. Their goal
is to help get students involved and interested in the aviation industry.

Students who participate in the club will have an opportunity to
participate in seminars with real pilots, flight attendants, engineers, air
traffic controllers, and other aviation industry professionals. Students
will learn the basics of aviation and even experience simulated and actual
flights.

Less than three percent of airline pilots are African-American. These two
rising Seniors are poised to make a tremendous impact on the aviation
industry and we couldn't be more proud of them! Be sure to send your words

Meanwhile, we must adhere to a strict schedule to transfer all of our city services over by November 2018, while also addressing critical needs ranging from inadequate police and fire staff and facilities to economic development and growth. I've made my concerns known to our city manager and city personnel. And I've shared with them that it's not my intention to be adversarial or to target any one individual . However, I believe that we have to be objective in our evaluation of the management of our city, and provide unvarnished feedback in order to move in a more positive direction. Additionally, I am a firm believer that in order to be effective, we can not simply highlight problems, we must also offer solutions. And so after careful evaluation, I believe that we need stronger leadership at city hall. Because we have a city manager form of government, it is imperative that we proceed with launching a national search for a permanent city manager that can adeptly lead us through this critical transition period. I made a motion to move forward with this search, which passed during Tuesday's city council meeting. It is my belief that with stronger leadership, and leadership without compromise, we can meet the public's expectation of serving people before politics and provide residents with the level of service that they deserve. Two new members of the city’s staff were introduced, who officially began work with South Fulton this week. Chata Spikes joined the Office of Communications & External Affairs as our new Communications Director and Teresa Adams joined the Office of Finance as our new Purchasing Manager. 14 speakers took advantage of public comment. Topics of concern included but were not limited to: - Election Day as a holiday in South Fulton - The merit system for city employees, employment protections and other human resources matters - Government transparency - Branding and naming of our city - Public safety Following public comment, Mayor Edwards recognized Georgia State Representatives Roger Bruce and Derrick Jackson who were both present for the meeting.
