KEEPING SAFETY A PRIORITY IN DISTRICT 2

Dear Residents,

This month, I've had the opportunity to honor our police officers, engage
in meaningful dialogue with law enforcement on key issues, collaborate with
our District 2 Public Safety Task Force and connect citizens with
information and resources to keep safety a priority in our community. As
Crime Prevention Month comes to a close, there's a little more information
that I'd like to share with you.

Crime Is Down in District 2

While we still have a lot of work to do, crime is down in District 2
compared to last year. Comparing data from January thru September of 2016
and 2017:

  • Aggravated assault has decreased by 11.11%
  • Robbery has decreased by 25%
  • Burglary has decreased by 58.90%
  • Rape has decreased by 100%
  • Motor Vehicle Theft has decreased by 11.36%
  • Theft from Vehicle has decreased by 10.95%
  • Larceny (all) has decreased by 5.41%

I'd like to thank our police officers for their hard work and assistance in
putting measures in place to reverse crime trends in our district.

Proactive Measures We All Can Take

Motor vehicle thefts and theft from vehicles continues to plague not only
South Fulton, but the entire metropolitan area. Deputy Chief Halbert has
asked that as the weather gets colder, please do not start your car to warm
it up and then leave it unattended. This has been a major contributing
factor in these types of crimes.

Additionally, the Fulton County Police Department is available to help all
neighborhoods in D2 start or restart their Neighborhood Watch Program. I
encourage you to take advantage of this resource and work closely with our
local officers to make all communities in D2 safer and more vigilant. Call

Halloween Safety

The Fulton County Police Department always provides great safety tips to
ensure that all of our children can enjoy a safe Halloween. A few tips to
remember:

  • Children should never be allowed to go out alone on Halloween.
  • Children should never eat any treats until they have been examined.
  • Advise children that they should never enter a stranger's house.
  • Never invite children into your home.
  • Children should never accept rides from strangers.
  • Children should never take shortcuts through backyards or alleys.
  • Don’t leave your home unattended on Halloween night.

On Tuesday, October 24th, we held our second city council meeting of the
month. A proclamation was given to the Twisted Sisters Book Club. During
public comment, residents offered feedback and questions on public safety,
fire station repairs, warehouses, economic development, and the pros and
cons of decriminalizing marijuana, among other subjects.

Two resolutions related to budgetary controls were removed from the agenda
pending further research by the CFO. A resolution to amend the OpenGov
Program failed as similar and sufficient measures were already in place.

A resolution imposing an additional 30-day moratorium on the issuance of
all alcohol licensing permits for age-restricted establishments within the
City of South Fulton passed. A resolution authorizing a contract for an
encroachment to construct a small pipeline at the Williams Road right of
way also passed.

Upon second readings, ordinances to amend the rules of the road regarding
the duties and authority of police officers and to enforce rules regarding
the use of ATVs and off-road vehicles both passed.

The following ordinances were read for the first time, and thus no action
was taken:

  • An ordinance outlining a franchise agreement with Atlanta Gas Light
    Company
  • An ordinance to establish procedures to provide preference to City of
    South Fulton businesses in competitive sealed bidding for City services
  • An ordinance addressing the jurisdiction of the Code Enforcement Board

During the City Manager's report, it was shared that the RFP was posted for
citywide waste management services. Additionally, city personnel met with
Fulton County to reconcile our past payments against the services
delivered. As a result, we receive a credit of approximately $5 Million.

During an executive session, the City Council accepted the resignation of
Ruth Jones, our interim city manager. Mayor Edwards will serve in this
capacity with the support of the city's department heads until such a time
as he appoints a new city manager.

Stonewall Tell Elementary School

Congratulations to Stonewall Tell Elementary School on its 2nd Annual PTA

Principal Hammonds for attending our recent District 2 Town Hall Meeting.

Wolf Creek Elementary School

Congratulations to the Wolf Creek Wolves on an awesome Red Ribbon Week and

teamed up with members of Westlake High School's cross country and track
teams to do a Mock 5K.

This month, Wolf Creek will hold a canned food drive. Additionally, please

How Delayed Tax Bills Are Affecting the City of South Fulton

If you've attended a recent city council meeting or work session, you may
have heard that the city was considering a second TAN (Tax Anticipation
Note) due to the delayed tax bills. While the Georgia Department of Revenue
has rejected the 2017 Fulton County tax digest which has lengthened the
delay, the City of South Fulton will not have to pursue a second TAN at
this time. Our CFO has negotiated the terms of the repayment of our first
TAN which will allow us some grace as we wait for the tax digest to be
approved so that we can begin collecting property tax revenue.

Transportation and TSPLOST Updates: Your Tax Dollars at Work in South Fulton

$6.5 million in funds for South Fulton have been collected between April
1st and August 31st. These funds will go towards a number of transportation
projects in South Fulton, including resurfacing of Old Fairburn Road.

The Butner Road and Stonewall Tell Roundabout is scheduled to begin
construction in the Spring of 2018. Additionally, intersection and bridge
improvements for Butner Road at Camp Creek Parkway and Butner Road at Union
Road are currently in the design phase.

District 2 is home to some of the local area's most successful

the Middle East and wanting to come home and build a foundation in our new

Hartsfield-Jackson International Airport, we are loving the upgrades and
the huge overhead cover they are building (not the traffic, so much). We
are also enjoying the many exciting economic development opportunities
coming to the new City of South Fulton.

Q: What advice would you give to other South Fulton residents who want to
start a business?

Do your research on your industry, incorporate with the Secretary of State,
identify your NAICs code and make sure to visit the website for local,
state, and federal permit requirements for your industry.

Q: As Fulton County leads discussions on transit, what are some solutions
that you think could be implemented to make South Fulton's roads easier and
safer to navigate?

A: We believe the Heavy Rail, Light Rail, and Regional Transport options
that are currently being offered by the City of Atlanta and Fulton County
are the way of the future for our community. We are also a fan of the
“Traffic Circle” that so many world class cities use as a way to help the
flow of traffic in their marketplaces and neighborhoods.

your business?

Wolf Creek Multi-Use trail.

Community Newsletter Issue #12 | October 31, 2017 KEEPING SAFETY A PRIORITY IN DISTRICT 2 Dear Residents, This month, I've had the opportunity to honor our police officers, engage in meaningful dialogue with law enforcement on key issues, collaborate with our District 2 Public Safety Task Force and connect citizens with information and resources to keep safety a priority in our community. As Crime Prevention Month comes to a close, there's a little more information that I'd like to share with you. Crime Is Down in District 2 While we still have a lot of work to do, crime is down in District 2 compared to last year. Comparing data from January thru September of 2016 and 2017: - Aggravated assault has decreased by 11.11% - Robbery has decreased by 25% - Burglary has decreased by 58.90% - Rape has decreased by 100% - Motor Vehicle Theft has decreased by 11.36% - Theft from Vehicle has decreased by 10.95% - Larceny (all) has decreased by 5.41% I'd like to thank our police officers for their hard work and assistance in putting measures in place to reverse crime trends in our district. Proactive Measures We All Can Take Motor vehicle thefts and theft from vehicles continues to plague not only South Fulton, but the entire metropolitan area. Deputy Chief Halbert has asked that as the weather gets colder, please do not start your car to warm it up and then leave it unattended. This has been a major contributing factor in these types of crimes. Additionally, the Fulton County Police Department is available to help all neighborhoods in D2 start or restart their Neighborhood Watch Program. I encourage you to take advantage of this resource and work closely with our local officers to make all communities in D2 safer and more vigilant. Halloween Safety The Fulton County Police Department always provides great safety tips to ensure that all of our children can enjoy a safe Halloween. A few tips to remember: - Children should never be allowed to go out alone on Halloween. - Children should never eat any treats until they have been examined. - Advise children that they should never enter a stranger's house. - Never invite children into your home. - Children should never accept rides from strangers. - Children should never take shortcuts through backyards or alleys. - Don’t leave your home unattended on Halloween night. A proclamation was given to the Twisted Sisters Book Club. During public comment, residents offered feedback and questions on public safety, fire station repairs, warehouses, economic development, and the pros and cons of decriminalizing marijuana, among other subjects. Two resolutions related to budgetary controls were removed from the agenda pending further research by the CFO. A resolution to amend the OpenGov Program failed as similar and sufficient measures were already in place. A resolution imposing an additional 30-day moratorium on the issuance of all alcohol licensing permits for age-restricted establishments within the City of South Fulton passed. A resolution authorizing a contract for an encroachment to construct a small pipeline at the Williams Road right of way also passed. Upon second readings, ordinances to amend the rules of the road regarding the duties and authority of police officers and to enforce rules regarding the use of ATVs and off-road vehicles both passed. The following ordinances were read for the first time, and thus no action was taken: - An ordinance outlining a franchise agreement with Atlanta Gas Light Company - An ordinance to establish procedures to provide preference to City of South Fulton businesses in competitive sealed bidding for City services - An ordinance addressing the jurisdiction of the Code Enforcement Board During the City Manager's report, it was shared that the RFP was posted for citywide waste management services. Additionally, city personnel met with Fulton County to reconcile our past payments against the services delivered. As a result, we receive a credit of approximately $5 Million. During an executive session, the City Council accepted the resignation of Ruth Jones, our interim city manager. Mayor Edwards will serve in this capacity with the support of the city's department heads until such a time as he appoints a new city manager. There are lots of resources on the website for students who wish to pursue post-secondary education, enter the workforce or enlist in the military. ‌ How Delayed Tax Bills Are Affecting the City of South Fulton If you've attended a recent city council meeting or work session, you may have heard that the city was considering a second TAN (Tax Anticipation Note) due to the delayed tax bills. While the Georgia Department of Revenue has rejected the 2017 Fulton County tax digest which has lengthened the delay, the City of South Fulton will not have to pursue a second TAN at this time. Our CFO has negotiated the terms of the repayment of our first TAN which will allow us some grace as we wait for the tax digest to be approved so that we can begin collecting property tax revenue. Transportation and TSPLOST Updates: Your Tax Dollars at Work in South Fulton $6.5 million in funds for South Fulton have been collected between April 1st and August 31st. These funds will go towards a number of transportation projects in South Fulton, including resurfacing of Old Fairburn Road. The Butner Road and Stonewall Tell Roundabout is scheduled to begin construction in the Spring of 2018. Additionally, intersection and bridge improvements for Butner Road at Camp Creek Parkway and Butner Road at Union Road are currently in the design phase.
